The low price might have something to do with it. If you run a gas station (or any business, really) you have to make at least enough profit to cover your costs, and it's easier to do that in a high-volume location. If your volume's low, it becomes a case of "why bother?"
There also seem to be a number of operators who almost drive themselves out of business. For instance, one place that was convenient for me recently replaced their perfectly functional pumps with 'upgraded' ones that blare TV programs at you, AND raised their prices about 20 cents/gal. Now I (and from the looks of things, many other people) go a couple miles down the road...
