people have low expentations for truck mpg

I was working on a guys truck to day at work it was a 85 ford F100 custom with a 300 straight 6
and i saw that it didn't have a air filter so i asked why it didn't and he said that it was missing the bridge for the top of the carb and he said he is trying to find one but he said it was hard to fine because a lot of people like those motors because they get good mpg.
and then of course i had to ask what his mpg was.
and he said 14 to 15 in town BIG DEAL! lol
with a little work it could get 20 mpg but his expectations are low
