Project Farm tried out an HHO generator (it made things slightly worse!)
For a scam, I am surprised that the kit seemed high-quality:

Resorting to some moisture to enhance the combustion process might work under some circumstances, but every single attempto to replace the fuel entirely with water has been nothing but snake oil. Even the so-called "Chambrin reactor" reportedly developed in my hometown by a French immigrant required some ethanol blend to the water.

Water injection is something different entirely, it's not for fuel efficiency, but to get EGTs down and prevent knock in supercharged engines.
It was developed in WW2, they used a mix of water and methanol to allow their engined to run higher boost pressures on 95-100 RON fuels.
It was later even used in turbine engines to reduce the temperature at the turbine blades when running at maximum power, produced lots of smoke for little gain.

Sure, but sometimes a higher amount of moisture suspended in the air leads to a higher fuel-efficiency, mostly on fuel-injected engines than on carburettor-fed ones.
