IIRC in some places a safety cage around the propellers of outboard motors is required in order to decrease risks for marine wildlife, so a similar approach could be tried if a propeller-driven car was really worth the endeavour.

Even though FOD could ruin a jet engine, the engine in a jet train was supposed to be at a position which would render some accidents more unlikely. Years ago, a former teacher of mine mentioned an accident which happened with a Varig engineer, whose hands and part of the forearms were chopped by the core of an aircraft engine which I don't remember if it was a pure-jet or a turboprop.
