My wife just sold her 2001 PT Cruiser a year ago. We liked the car, except for the gas mileage.
The front air dam comes down to five inches above the road and shields the suspension parts. I would not mess with it.
The poor gas mileage is mostly due to the engine and transaxle. The engine is most efficient at high RPM, but mostly runs at low RPM. It has way more power than it needs at high RPM, and low torque at low RPM. That car would see large gains in MPG by a cam swap for a mileage cam, followed by a low stall torque converter and recalibrating the transmission shift points.
If you don't want to pursue that angle, then invest in an Ultra Gauge or Scangauge and work on driving for gas mileage.
