ie: the spats redirect the airflow downward toward the bottom of the tire rather than letting it *hit* the middle of the tire head on.

So I still don't see any 'spats' - AKA fender skirts or wheel covers - just small (presumably) aerodynamic deflectors.

That is what the spats are. Just little "tabs" that block airflow to the tire.

The terminology is misleading.
Formerly,a 'spat' was an articulated wheel skirt which moved with,or to clear an articulating wheel.
Now they apply the term to taco fairings.
