I should clarify. Ive heard of people passing ca smog with un modified 49 state federal cars. But According to the DMV website any car without the ca certified 50 state emissions sticker under the hood can't be smoged and registered. is passing smog the only hurdle? or does the great ca dmv bureaucracy have some way of keeping me from registering the car?

Most places don't look for the 49/50 state sticker though. I'm sure you could find someone to do it. Probably cost you 3-500$ though.
