A&RR MPG Calc for 07 Tahoe

Alright my friend is looking for a toy hauler so we were trying to find something that got decent mpg, could haul 8 people, and a boat if needed. Now where trying to fill out the Calc:

And we are starting to realize the Tahoe must be super efficient to be a long tail model and get the mpg its rated for.
And it really does it has cylinder deact. and it functions pretty well. Sometimes I've seen people avg 22-25 mpg on the free way unloaded.
Given:
Vehicle Weight: 5840
Cd:0.36
A:37.3
Tire: 275/55-20 @ 35 psi
old EPA: 16/22
new EPA:14/20
So what values do you think we need for:
CRR?
Eng Eff:
Dt Eff:
Load:
What is the mpg highway peak and average speed for their test?

We've talked about:
Lean tune the local guys do to pick up 1-2mpg.
Energy saver a/s tires with lighter wheels (~150 pounds lighter for a set with correct load cap as well o.o)
Meziere EWP (100% reduc of mech water pump).
UDP (25% reduc on pump, compressor, and generator).
Smooth out body (racks, rails, etc... only need to tow).
3.08 or 2.73 gears
If the new tahoes can squeak out 22-24 mpg around 65(?) mph from (w EPAS and aero with the 6 speed) the factory it seems like this could as well with appropriate load, rolling resistance, and drag reduction which seems pretty straight forward.

This video talks about the v4 mode with the 6.2 Escalade and how it gets 23-26 mpg at 65 mph with 87 and 93.
