Scanguage and my Subaru

I recently got a 2013 Subaru Outback 2.5i. I have hooked up my scanguage and at idle the TPS readout shows 15-16%. It reads fine in my other cars. This is the only vehicle I have with an electronic throttle. Is it a Subaru thing, an electronic throttle thing, or has something gone awry?

Most of my vehicles don't read 0 TPS at idle.

Idle TPS should read 12-16 at idle. You set fuel cut to be 4 points below that.
