SCE Used EV Rebate

Greetings,

I keep getting emails from Southern California Edison about their used EV rebate program.

If you qualify based on your income you can get $4000 rebate off a used EV.

A used LEAF can be found pretty easily for around $5,000 to $6,000.

Doesn't seem to be any requirements about the car being purchase from a dealer.

Am I missing something?

One of the requirements is this -

"Vehicle must be listed on the HOV Eligibility List at the time of purchase."

Does this just mean that it was at one point, or it needs to currently be on the list?

Not a native anymore, but I see many relicensed vehicles here still sporting the HOV tags, so I guess they stay relevant until they are no longer readable.

Otoh, I trust SCE only as far as I can throw a generation plant, PGE even less, but the new ev rebates will benefit from research
