Site FAQ Section and FE for cars older than 1984?

I don't see a FAQ section for this site. Is there one? If not, It may be good to add one. Also, When adding a car to the garage it says to use the revised EPA Ratings for vehicles but the list only goes back as far as 1984. What would one use in place of the revised EPA formula? If there's a better place to ask these questions please let me know.

Download Fuel Economy Data
This list goes back to 1978, but it's the "old" EPA figures.

I'm told that a reasonable conversion from old to revised is to multiply the old figure by 0.75, can anyone else confirm that?
