Large double poll double throw switch? golf cart shops tend to have a pile of them for reversing golf carts, they would be over sized for your project but it might be the cheapest option, you can get one for an older club car on Ebay for $38 new with free shipping.

It is still geared far to fast, adding an intermediate shaft soon with a variable pitch sheve so we can fine tune the ratio.
