Guy needs to be in the slow lane, and at minimum, match the speed of the slowest traffic.
The slowest I'll go is following truckers. They go 5 MPH over their 55 MPH limit, which is still 5 MPH slower than Oregon's 65 MPH limit on I-5.

Actually, traffic is all driving in reverse, and the red car is just driving faster than everyone else, so they have to get out of the way of him.

Do we draw a distinction between "ecomodders" and "hypermilers"? It doesn't look like the car is modified at all except for the color.
