Found it. It is cited in post #9 by 'dcb'. The article "Stability or Control" is by Doug Miliken from 1989. The test was done at low speed, 3-5 mph, to test the ability to react to side inputs. The third test with the fork revered indicated more trail in the fork allowed the rider better control. We are left to determine what degree of yaw control versus stability is desirable at any given speed. For a scooter or motorcycle, highway speed is 60 mph (100 kph) and side winds up to 30 mph (50 kph) are common.
