Subaru Legacy 1999 BH5 - OBD cable & software?

Hi I am from Kenya. The country with the greatest runners world over.

I own a second hand Subaru Legacy 2.0L 1999 Model BH5 and EJ20 engine. I imported it direct from Japan at 97,000Km mileage. I would like to know which OBD2 cable and software is suitable for my car. I have also noted that there is the wireless OBDII and the cable one. Which of the two is most efficient?
