Why over the top?
Toilet paper!
You go to a rest area, or park where the rolls are stiffly mounted.
You struggle ripping shreds wasting paper, and getting angry!
THEY figure if you have to FIGHT for it; you'll use less!?!
To me gravity, and common sense say let the tissue drop like
it wants to from behind!!
Why does the world have to be so crazy??

Kinda hard to see why rolling would be harder in one direction than the other. Though I do think "over the top" is a little easier to get to...

Your ordinary toilet roll is essentially a large hole mounted on a thin roller.
One of the issues is that rest areas use bigger rolls on larger diameter rollers.
Being bigger, the rolls are also heavier.
Using a bigger diameter roller, means more rolling resistance
Being heavier, they are harder to get rolling and keep rolling (Newton and rolling resistance).
The end result : the force needed to overcome this inertia is close to the sheer force of the (partly) separated sheets ...

If you apply for a function in an office that boasts being 'paperless' - check the restrooms before committing to - well, anything
At my wives office, before they closed it down to move office to 'cow meadow', they literally tried to save on toilet paper - resulting in employees fleeing home for essentials...
In our office at the printers we are advised to use double sided printing - "using both sides saves trees".
In several separate locations people have penciled in suggestions about expanding this practice to the private rooms.

To be clear, I think the orientation should fall from the front, so if it's at the top, it falls down the back and hangs at the front.
Personally, I always make sure this is so at my residence. But if I spent my days working in restrooms, with dirty toilets, dirty floors, and usually completely careless people, I would just get in there, load it up however it may be, and that'd be that. Heck, if I came in there to a mess, I may intentionally get even by doing it the opposite way lol.
Funny how that's my idea of revenge...YOUR TOILET PAPER ROLL IS BACKWARDS. THAT'LL TEACH 'EM.
