I dunno about in the US, but here in the UK the effective life of a winter tyre is only 3 or 4 years as the chemicals in the rubber dry out. A 4 year old, but otherwise brand new, winter tyre won't be as effective as the rubber wont behave as it should.
I had to bin a set a few years back that suffered this fate and had simply lost their good atrributes, and the difference was night and day. Therefore I'd pass on used ones simply because even at 2 or 3 years old they have very limited life left.
I must agree with Rooster about all weather tyres. I've used Nokian Weatheproof 2s 'three peaks' rated winter and snow boots and they performed as well as the best I'd ever used before in cold weather and snow, and behaved like a normal tyre the rest of the time.
