Those "turbines" on the back charge the batteries when moving. Haven't you heard of perpetual energy? They have obviously developed a car that uses the battery to run the car, to have wind enough to charge the batteries, to use the battery to run the car... You get the idea.

If you were going into a headwind or parked it facing the wind it would charge a little. I don't know if they would offset the aerodynamic penalty they appear to be.

The way I see it, the turbines aren't meant for efficiency. They just have a cool factor and serve as a way to charge the seperate batteries for the in dash computer and controls. I don't think it charges the actual vehicle battery. Since this appears to be made for movies, I don't think max efficiency was his goal.
