Yes, it has steel wheels, and halogen headlights, and a resistance heater (I think?). I don't know about cruise control.

they delete the heat pump and you get the resistive heater and possibly no A/C.

if it isn't installed there might be a hack using a repair kit from the dealer. did that to a couple of cars so far because the options are there, control switches are not. the repair kit has the switch, harness and bezel for about $30

Well I threw out a low-ball offer they aren't likely to accept. Wife was not thrilled to hear me talking about getting another car when we have too many to begin with. So I'll have to get a great deal on it to justify the aggravation to my wife.
