K of steam is 1.33, K of air is 1.44, K of Co2 is 1.28 therefore it would be more efficient to dilute the mixture with air ( lean burn). Water injection would be better than steam because water is incompressible, until it vaporizes.

If too much air, combustion slows down. When heated with steam (which transforms in to very fine droplets after heating air) the combustion is accelerated. Atleast in mt theory.

Lean burn can be a bit tricky. You kind of need designed pistons and head.
