There are some plug-n-play swamp coolers for vehicles back here in South America, extremely popular among truck drivers, but these have a water collecting tray and a recirculating pump at its base. The units are, however, usually roof-mounted, which are not so good for the aerodynamics...

put a drum under ground or maybe a old heating oil tank, have a lines with a pump to a radeater use your forced air system. giving coolish air.

or put just before a A\C evaprater it would take some of the stress off the A\C set up. letting the A\C shut off a "little" more often
