Well, anytime a wheel/tire is spinning, it's acting like some sort of turbine. Not necessarily a very efficient turbine, but a turbine nonetheless.
Smart selection of the wheel design would aid brake and engine cooling, to draw cooling air out past the brake disks and efficiently merge it with the slipstream. Or not.
Maybe flow fences could be made for the wheel well, to optimize flow or at least reduce its negative effects.
