Well, Nazi Eugenics involved wiping out all minorities... (Won't discuss the horrors of Chinese infanticide in regards to this article, because that's not what the author is talking about)
Chinese Eugenics is more self-improvement. The fundamentalists in the US and Europe will howl in protest and scream about unforseen consequences, while each generation, the children of rich Chinese and Party officers will get smarter and smarter. Those without preconceptions will eventually be able to buy the service from the Chinese, but it won't be cheap for outsiders.
Maybe if enough generations go by, there'll be some side-effects that become statistically evident. Increased cases of autism? Asperger's? But by that point, it won't matter.

Look up epigenetics? Seems that the food we eat changes how certain genes are expressed....also seems that genetic changes expressed by food intake can be passed down to future generations.

Call me when eating certain plants that possess certain genes that make them produce certain toxins that harm certain insects can successfully pass those genes on to humans.
I'm talking about apples, of course.

I don't pay a whole lot of attention to those numbers since those who live in tropical conditions will always have the advantage, weather wise. Heck even a garage makes a big difference, especially if it moderates the temperature when Winter comes, and you don't have to scrape the windows or wait for the defroster to clear the glass.
