Why do my cookies burn on top?

I have some ridiculously cute students and last week one first-grader asked me to please make her cookies. Another first-grader said "M&M cookies!" The third just sat and smiled.

"If I make you guys cookies I will need to make them for everyone!"
That was a risk they were willing to take.
"Our oven doesn't work!"
They did not want to hear excuses.

Well, I drive to Mom's house every weekend, so I made three dozen cookies there, but I have fifty kids, and I want to give cookies to some other students I know. I borrowed her toaster oven and the tops came out burned. The bottoms, too, but when I put in "Why did the tops of my cookies burn?" Google says "Did you mean `Why did the bottoms of my cookies burn?'"

Do you guys have any idea how to stop burning the top of my cookies?

Help, please!

Was the top burner on? It shouldn't be, just the bottom burner.

Or wait, toaster oven? Does it have the option to use only one side like a regular oven?

Ours has a bake mode, bottom only I think. I think to set a temp it only does so in bake mode. Toast just uses the timer.

My wife made some blonde brownies in it last weekend, got tan on top but still raw in the middle, she blamed the glass cake pan. My guess she used to small of pan. I'll stick to the oven for cookies, the big cookie sheets won't fit in the toaster.
