But they should make sure all of these taxes can only be used in

Road building and maintenance.
Improving public transport.
Sponsor research for lower fuel consumption and renewable energies and nothing more.

I think the Pentagon wants higher fuel consumption and prices so oil revenues can fund rogue countries and justify the defense budget against those 'threats'.
