Wrangler CRD conversion?
I recently sent an email to a PA state rep inquiring to the legal concerns regarding a CRD swap into a 2007+ Wrangler using the 4 cyl diesel from VM Motori.
The small CRD gets 28mpg overseas compared to 16mpg in the gas V6.
All other things aside, that's enough reason to want to do it for me.
Towing, emissions, efficiency, clean fuels, renewable US fuels, yada yada...

Thank you for your interest in vehicle technology that improves vehicle mileage while simultaneously reducing emissions. Your e-mail addressed two different issues and I will respond to them separately.
The State Clean Diesel/Alternative Fuels Program that you have provided the link for is currently closed. That program specifically targeted airports and airlines and the associated Ground Service Equipment (GSE). In general, neither the State Clean Diesel nor the Alternative Fuels Incentive Program provides funding for the individual who want to convert their own car to operate on an alternative fuel. In your case, the fuel in question is biodiesel.
As for your second question, the answer is a bit more complicated. The federal law concerning engine swaps states that you may replace your existing engine with another engine originally certified for your vehicle. The 2007 Jeep Wrangler was available in the United States in three models which all had a 3.8L V6, 205 hp gasoline engine. Those models were certified for sale within the United States. Unfortunately, while a diesel engine was available for the 2007 models outside of the United States it was not certified for use in the 2007 Jeep Wrangler in the United States. Additionally, the 2006 Jeep Liberty diesel engine was not certified for use in the 2007 Jeep Wrangler.

Basically "No".
I would be willing to prove in court and at the emissions pipe that this thing would be cleaner, if PA DOT had some threshold or criteria to meet. If I knew I could get approval, then I would build toward that.
As it stands now, I could spend thousands $$,$$$ and they might still refuse to inspect it.
