Would extending the mudflaps back to the rocker panels in a teardrop fashion help reduce drag as well as protect your truck? You may try a pliable rubber material that would deflect out of the way when met by an offroad obstacle.

Sounds a little like what I've been working on. Can't say I went to all the work of making the tear drop shape. If you want to take a look at what I've got so far: Jeep Cherokee Aero Mods - Page 2. I found the best place to start is a front skid plate if your truck doesn't already have one.
