The only possible way the open camper shell door could improve the situation is if it was hinged close enough to the roof line, and angled slightly down enough that it would draw the airflow down to reduce the rear wake slightly.

I doubt the open tailgate would have any effect with the cap on - it would be fully involved in low pressure turbulence.
