You don't really need a BMS. With lead, you just need a battery monitoring system, and they're commercially available for a couple hundred bucks.

Heaters & insulation are relatively simple, inexpensive add-on as well.

Again, if you were a tinkerer (to get it up and running) and this car would meet your needs, it would be a great EV to have.
