The clear plastic tube that came with my vacuum gauge now collapses at 15 psi. It still draws enough for the gauge to work (albeit a bit slowly), but I wouldn't trust it to pull vacuum for brakes. Have you checked to see if it's actually collapsing at any point along its length?
