If you have a big U-groove on the rim outer edge same method will work than in my FleXcap uses:

Tuneko | Less drag = Less fuel

At least some car rims have enough big groove. I would think that about minimun is about 4-5mm range :/. If there is about that idea might work. You might need to use some stiff material like glasfiber, but it should work the same way.
