There doesn't seem to be a hinged panel, yet the wheel seems too close to the side to allow for normal steering angles.
The wheels are inset a little bit from the body, but these cars do have a larger turning radius that other cars from the same period.

Here's a picture that shows this a little better:


This is the longer Ambassador, but they are nearly the same car. The Statesman I showed is lowered and has the wheel skirts extended. This Ambassador appears stock and has a little more relief for the wheels and you can see how they are inset a bit.
