It has been said that Honda & Toyota watched the PNGV program from afar and it lit a fire under their butts. It spurred them to develop their own "supercars", thinking the Big 3 might be taking the issue seriously.

The irony of course, is the Big 3 did not produce any efficient vehicles for sale from the program.

So the Japanese (Toyota most obviously as it turned out) got a significant head start at developing technology & establishing themselves as leaders in the "MPG" market segment.
