You would have to look into your PCM's calibration values, or use a WBO2 AFR gauge to find out. It's not a certain RPM, but combination of conditions that determine the load on the engine. High gear ratios add significant load to the engine.
Getting rid of vehicle mass, improving aero, and increasing the engine's low RPM torque are ways to lessen the load at a given cruise speed/gearing.
