I recently learned from an alternator re-build spec sheet that power output was RPM-related for that model, but this situation was entirely unreasonable. What they didn't realize (and you are completely justified in your complaint) is that: 1) It only takes a very slight increase in RPM to attain the necessary output; and 2) Just drive the car to charge it up! "Donor" jump vehicles typically don't lose enough charge to "rev in-kind", and if the car with the dead batt loses voltage when driving, it's probably the alternator. Two cars running 5-6K RPM can power a small neighborhood.
