I think when you are ready for new tires, you get new 15" wheels and good LRR tires. Since you are replacing steelies, you'll definitely benefit in terms of unsprung weight, and double the benefit in rotational mass. On top of that you'll have gearing benefits from the taller setup. Try for 175 width tires, which is probably what you run now, right? I think I have seen 175s for 15" but I'm not certain.
