Rail moves 1.5 trillion ton-miles of freight per year. I'm sure you aren't suggesting putting that on trucks and onto the freeways.

And some passenger rail systems work better than others. Even if you turn the BART trackage into freeway lanes, you aren't going to cram another 430,000 cars per day onto those roads without instant gridlock.
