1990 honda factory service manual typo?

On page 16-28 of the 1990 supplement to the 1988-1991 Honda Civic FSM I see this:
Quote:
SPEEDOMETER
Indicates 60 km/h (mph) at
637 (1,026) min -1 (rpm) of the
speedometer cable
Opinions? I'm confident it means the speedo cable turns 1,026 rpms when the speedometer should read 60mph. But I am not completely sure.

Help?

I will rebuild Black and Green over decades as parts die, until it becomes a different car of roughly the same shape and color. My minimum fuel economy goal is 55 mpg while averaging posted speed limits. I generally top 60 mpg. See also my Honda manual transmission specs thread.
