amaderasu asked for an update so here it is:
The neighbor sold the car and from what I head kept the tail. He ended up not liking the looks enough to keep the tail on when not commuting long distances and changed to a closer job so the tail just stayed off.
If there is interest I can try to swing by his house next time I am at my parents place and see if I can get a build pics or see if he will sell it......
In the attachment I added a rough sketch of a side view of the tail. Blue is structure. purple is straps running from inside side hooks to the tail and under to the tow points.
