In many municipalities there is indeed a lower limit, usually 10 below the posted maximum.
Allow me to clarify that, I believe it's for divided highways, controlled access highways like Interstates. Secondaries and tertiaries don't have a lower limit, that's why it's okay to drive something poky like a tractor on local roads but not take it onto I-75. Just make sure that SMV triangle is on the back and you're good.
