WA state does NOT require a mirror on the passenger side so long as your windows are not tinted. Driver's side mirror and interior mirror are sufficient.

The RCW covering tinting indicates that you must have a second exterior mirror if you have tined windows. I suspect you could probably get away with it anyways, but it wouldn't technically be legal.
