This soft center problem would be partly solved by reusing polystyrene laying around as a core, no? I have a bunch of such stuff laying around from appliance and parts purchases. A layer of polyurethane "great stuff" under as a base and protection, then the styrene, then surround the styrene with a 1" layer of "great stuff" which will expand to three times its initial volume, create a sandable surface, and protect the styrene core from polyester resin. Saves money and reuses styrene too.
