I first visited LA on a smoggy day in 1994. My eyes burned. Even as dramatically improved as things are from their low in the 1960s/1970s CA still has most of the smoggiest cities in the country.

I sometimes wish I didn't live here. Haha.
LA geography doesn't help either, as the mountains tend to prevent smog from dispersing.

Washington state has emissions testing, but we are somewhat oxymoronic about it. New cars must meet California's stringent emissions requirements and we have to test every other year... but OBD2 cars just get a scan, and anything 25 years old or more gets a pass. Those few cars that do get tested only get checked for CO and unburnt HCs. NOx emissions is ignored entirely.

Now they have stopped checks on anything newer than 2008, so in another 20 years nothing will be checked. Motorcycles, certain hybrids, and most diesels are also exempt.
