That's about right, IIRC. A 1999 EX with the stock transmission, rims, and tire size should turn a little faster than 2300rpm at 60mph. It's the hatch, so it has the same fifth (0.702) and FD (4.058) as my former 98 DX coupe tranny. I think it turned more like 2400 at 60mph.
