I always worry a little bit about Honda HBs. They're such sweet little cars with crazy mileage potential - Gasoline Fumes' "Nutwagon" being a really, really good example - but they're also super popular with racer kids. The aftermarket wheel and CAI on your example being a case in point, I worry that the car may have been "riced" by someone who had an idea of what he was doing, but no more than that. The collection of throttle bodies only adds to the concern.
Cosmetically speaking, the hatchback you're looking at appears to be in great shape. That's a big plus, especially with a Honda that age. You'd halfway expect it to just evaporate from wintertime road salting. If the body and chassis are good, there's enough support for engine work that you could get the mill sorted without too much investment.
