These winter wheel spats are easy enough to create - in fact anyone driving in frigid temperatures on roads peppered with a salt/sand/slurry will be successful - however -these do nothing for raising mpg. Testing for about 2 weeks now has dropped my fuel economy by a couple miles per gallon depending on the amount of (weight) snow/ice on the hood:
