I can answer that.
Had a 66 mustang 6cylindar automatic with a CA vin.
but in a rebuilt engine and went to get it smogged.
It passed at 10% of the ALLOWABLE levels.
BUT it failed the visual because the California models had air injectors a in the head.
you are smog tested at the level required for the year model.
