As far as I can tell HHO doesn't do anything people claim.

The real way to fix this problem is first do a compression check make sure the engine is even good. Set the timing correct. Then put a wide band oxygen sensor on there and get a carb tuning kit and start getting the carb running right.

I can answer that.
Had a 66 mustang 6cylindar automatic with a CA vin.
but in a rebuilt engine and went to get it smogged.
It passed at 10% of the ALLOWABLE levels.
BUT it failed the visual because the California models had air injectors a in the head.
you are smog tested at the level required for the year model.

No its not mismatched parts. The mechanic who smogged it the first time (he got busted) said that sometimes on a remanufactured engine they are machined and bored down too much in turn changing the chamber area which changes the amount of fuel burnt which means it would never again be able to pass smog because the specs have been changed.

I think you need a new mechanic. the chambers are in the head. they can't be bored. get some books and learn some mechanics. still young? there are a lot of speed shops to ask also.
something that has made me look at CA with a cocked eye: such strict emission laws but one a state with the largest racing industry.

California emission rules seem quite weird. Anyway, if the so-called "rebuilt" engine was overbored and this is presumably leading to fail emissions compliance (which sound weird to me), why not resleeving it?

An over bore of 10 thousands changes the displacement of a 4 cylinder by 1 cubic inch or less. Normal vacuum leaks would mess with the engine more than being bored slightly over.

Hydrogen Fuel Injection a Green Upgrade for Thirsty Semi Trucks

I had a '79 K-20 (3/4t 4×4) with proformance parts Edelbrock carb stock air cleaner with heat riser and a PVC ... ennd of list for smog equipment... I worked at a gas station that had a smog test station. The boss wanted to do an experiment.. High power tune minimal (but leagal except carburetor. ) the truck was running at the bottom of the accepted emissions range. Then we threw all the BS required for a 1/2t CA. Truck (a list of like 20 items) on the engine and then it could pass the visual inspection but the Co and HC were a fail. this was before the NOx dino load cell test..
Summary
A rebuild. 030 over 9.75:1 1979 CARB (California air resources board) compliant 350ci runs dirtier than a hopped up tuned engine...... So we went back to the 1979 Federal, Heavy Duity(over 8501lbs GVWR) emissions equipment list stated previously (3 item list)and a tuned McM Quadra jet (795cfm used on 305ci-454ci) for a clean pass for registration. Then we cleaned up the emissions more by going back to the 1406 Edelbrock carb (600cfm) with the short list.

A way around the GROSS POLLUTER in the future (your RV is already branded GP so this dusn't help you but it will help others ) ...If your questionable do a "pretest" (the results are not sent to CARB) if it passes then apply the test to a Smog Certificate. If it dusen't pass then you save money and your rig is not reported as a GP .
The timing may have to be adjusted outside of parameters to keep the NOx under control.

is your Toyota tested on a Dino? if not dont worry about NOx its been a decade since I had to dill with CARB (as the NOx test was coming alive. But NOx could only be measured "under load" aka on a dino/load cell . This exempted all fulltime 4wd (Subaru, certain 4×4 trucks ) and over sized vehicles RVs and such from NOx part of the test.
Check and clean your EGR if its sticky it causes problems

there is a world of difference between injecting hho from a storage tank and a generating it and using it on demand.
some people will never learn.

The question is not is it economical... as in over unity but ,will it make an engine run cleaner?

----also the only thing running an engine on a bottle of H2 and a bottle of O2 has in common with running with HHO is they both have most of the same ingredients...Browns Gas has hydroxyls ,free eletrons ,HOH O2, H2, and H2O and I'm sure a couple more A common misconception that Browns Gas is just A mix of H and O. That is like saying cake is just flower and chocolate .
?what effects do the 2 extra eletrons in the water molecules have , 4 in water and 6in Browns Gas? What effect duse water lusing its polor (having a Northand South)and becomes non polar as the 2 extra electrons change the shape of the molecules from a micky mouse shape to a straight line?
If you don't know the answers the you can't say you have proof that Browns Gas is a hoax
