The Flex Fan might help and would be easy to do. I have converted a previous car from the engine driven fan to an electric fan kit. Around town with the windows down you can hear when it kicks in, or you could add a dash mounted LED to show when it's running.

I would be careful about spacing up the rear of the hood. That is a high pressure area (interior vents draw in high pressure air at the base of the winshield) and you may reduce airflow through the radiator instead of venting hot air out. Darin's metrompg.com site lists links to some studies about pressure testing for hood scoop placement that backs this up.
