Coast in gear if you want to decelerate. Engine braking with fuel cut-off. RPM has to be above about 1200 RPM for fuel cut-off to work.
Use neutral if you're trying to maximize your coasting distance. Much longer coasts than you will get in gear = less fuel used prior to going to N.
